Water is such an important material basis that neither human beings nor the social development can go without it, which means the exploration and utilization of water resources is critic to the global development. While both the human social economy and world population are increasing dramatically and continually, the limited water resources are also being explored in an unprecedented speed and scale. Together with the restricted usable freshwater resources, people's ever-increasing requirements for the quantity and quality of water resources have led to a condition that the problem of water resources has transferred from some water-shortage countries and areas to the world. At the same time, because the issues of water-wasting and water-pollution are getting even more serious, there has come up a sharp contradiction between the supply and demand. Though the contradiction has braked social development, there is one effective method to solve the problem, that is, optimizing the allocation of water resources. On this condition, studying the optimum distribution of water resources plays a critical roll in promoting the harmony among regional social, economic and environmental development.This text gives a summary and analysis on the status quo of the study on optimum allocation of water resources. In allusion to the fact of Sangu Spring area, research and analysis work has been done on the forecast of water resources and the model of optimum allocation separately. The primary content is as follows: 1,To make an introduction of the problems that our country are confronted with on optimum allocation and the status quo home and abroad.2,To present the general situation of the physical geography, hydrometeorology, geology, hydrogeology and social economy in the Sangu Spring area, Shanxi Province.3,To give a systematic presentation of the status quo of the exploration and utilization of the spring area Kars tic water and the problems in the process.4,According the fact in the spring area, by means of the principle of combining different techniques such as function method, grey-system forecasting method, trend-based forecasting method, quota method and reuse-ratio improving method and so on, to predict the population, economic development and the water requirements on production, living and ecological environment in the spring area; to make a supply-demand balance analysis on the target year of planning on the base of administrative division.5,With the aim of promoting the harmonious development of regional economy, society and ecological environment, to build up a multiple-objective and nonlinear model of optimum allocation in the Sangu Spring area; to analyze the confirmation of relevant parameters; to solve the models with the help of genetic algorithms and analyze the outcome.
