River-managing project is the comprehensive treatment of the basin water resources include development,utilization,configuration,saving protection,water and soil conservation etc.Mainly includes flood control and deposition reduction,water resources guarantee,water saving reform,water pollution control,water and soil conservation etc.which have generalized effect,commonweal profit,task arduousness,planning systemic,investment single as its characteristics.Today the management of the basin management construction has following questions:â‘ the industry and department control divided,have not form unified management system;â‘¡the relationship between the government,legal person and construction management unit has not be cleared up;â‘¢the main investment is single,and the channel is narrow,lack risk constraint mechanism;â‘£the project management specialization level is low.The hydraulic engineering construction management system which is characteristiced by river-managing project has become the focus problem to reform and research on.This article in view of the problems in the construction management of the,comprehensive analyzed the theory policy and regulation of the river-managing project,so as to the practical environment at home and abroad.Through binding normative research and empirical analysis, research on the construction management system of the Wei river.The main work and achievements include the aspects as follows:1).Comprehensive analyzed the environment of the construction management system of the river-managing project,include the theoretical basis of system research,the reform course of the hydraulic engineering construction management and the current system,the current river basin administration system for management of water resources,experiences for the river basin management and watershed management at home and abroad and the practices of the mainly hydraulic engineering construction management.2).Based on the current basin management system of the Wei river and the present situation of the management system of the key treatment projects,through construct SWOT matrix as the reform environment,analyze the opportunities,challenge,chances and threats the construction management faced,then proposed the reform thinking and goal.3).Starting from the reform requirement and the fact of the engineering management, optimum construction management tissue system of the present government project of the Wei river,proposed 3 proposal implementation plan,given evaluation index,build evaluation model and evaluate based on the fuzzy mathematics theory,chose the unified management schemebasin administration bureau of the Wei fiver in Shan xi province as the project total legal person.4).In view of the present situation of the Wei river that the capital raising channel is singleness,according to the project economy characteristics,give corresponding capital raising channel for public project,quasi public project and business projects,construct Wei river-managing project construction financing system which adapts market economy.5).Based on the modern information technology,create the construction management means of the basin governance project,build Wei river pollution control project construction management information management system which is based on the B/S.Development project transaction subsystem,provide information service and decision support for the construction managing institute.This research provides theoretical basis for the project construction system of the Wei river key treatment projects,ensure and promote the pollution control project of the Wei river to smooth implementation,to promote the comprehensive treatment and the unified management of the Wei river,and the it is important for both the theory and practice.
