In recent years, rubber dam has used on the rivers of urban areas more and more extensive due to its unique characteristics. It can not only improve the city's ecological environment but does not affect the security of the river flood control. With economic development, People's needs for living environment further improvement, In order to improve the environment and enhance the city's charm, Xi'an proposed to build rubber dam group in Chanba River. The got-up lake are formed without affecting the safety of flood control. And water as the theme of eco-tourism projects are developed. Towards northern rivers, the sandiness scale generally higher. If the dam group is built, will inevitably cause sedimentation, impact on the effectiveness of the reservoir. At the same time, the water surface is upraised, because of blocking a river, and it will bring flood trouble to lower reaches of a river. Therefore, study the reasonable wields which is available for dims safe and touring.Moreover, the research about the movement of large and middle scale reservoir is more, but it is quite defective to the small reservoir. Along with hydraulic engineering construction advanced quickly, this kind of small reservoir application prospect will be extremely broad in future. Studies its utilization way which might provide the theory and the practice reference for the later small reservoir construction project.The paper take the rubber dam project in Xi'an Chanba river as a background, the local survey is introduced, and the project arrangement situation is carried on. Chanba river's runoff characteristic and the silt characteristic are separately analyzed according to the materials of hydrologic station. Applies the artificial neural networks, the reservoir silt siltation model is established. And silt silting-up quantity in the flood season and the non-flood season month by month are obtained. On the base of analysis about water, sand and siltation, the most superior movement adjustment way of 5 rubber dams at Chanba intersection point are studied. Adopting the effective measure to slow-down silt siltation that will increase the water volume of the reservoirs. The final benefit analysis in this paper shows that the local flood prevention security hidden danger is eliminated, the project benefit is increased under the science reasonable movement way of the dams. The area water resources development use level will raise, the living condition will improve, the conditions for the local economy production development continually and the lives of the people enhancement are created.
