Restoration of a power system after a complete blackout is a very complicated issue. Reasonable black-start schemes play a very important role in the fast restoration of the power system. The assessment and the automatic establishment of black start schemes are studied and the black start scheme for the Tianjin utility is made in the thesis.Based on Visual Graph system, the depth first search strategy (DFS) combining with rules is proposed to form the black-start initial schemes. Firstly, rules are summarized according to the requirement and characteristic of the process of black start; then, by the topology connection of power network built by Visual Graph system, the contracted initial scheme is found by the depth first search strategy (DFS) combining with rules.Various kinds of technical verification and calculation involved in the black-start process for the initial schemes are done using commercial programs. Then, the model- combination of data envelopment analysis (DEA) and analytic hierarchy process (AHP) method is firstly proposed to assess and sort all the initial scheme to chose the most effective and qualified schemes. The significant characteristic of the model is to make use of the advantages of both DEA and AHP, and in the meantime avoid the shortage of the subjectivity of AHP and the un-capability for DEA to sort all the schemes at the single scale.A set of effective black start plan for the Tianjin utility is further builded. When the grid needs to be restored after a complete blackout, the black start considers two manners: start-up using inner electrical source and outer electrical source. The black-start plan adopts that to start the restoration of the Tianjin power grid at different sub-region and sub-area simultaneously, and after the main frame of sub-systems are restored, the paralleling and closed loop operations are carried out among sub-systems; so the restoration process of the whole power grid is sped up.The practical example shows that the methods of the automatic building and assessment of black start schemes proposed is effective and feasible. Since the established black-start plan and its implementing process are based on the characteristic of Tianjin utility and are thoroughly analyzed and verified, they are have been the pre-schemes of the dispatch department of Tianjin utility.
