Because of water resource shortage, flood and drought disaster frequent lack of water in China water resources crisis threats seriously sustainable development. Water resources on Tibet are abundant, with all the total quantity and per capita and deposits of water resources are on the top in the national. Nowadays the efficiency of Tibet water resource is too low to be less than 1% and far from the national level 19%.This thesis used the method that the theory combines with the empirical to study the related knowledge of water resource management and integrated utilization, to analyse the various document and information and to investigate ~ the chosen case of Niyanghe and Xiabuqu basin. Due to lack of water diversion project Xiabuqu basin's lands are emerging devastation and desertification which restrict the development of Tibet agriculture and animal Husbandary and also restrict the improvement of people's standards. With the development of economic and society the construction activities are more and more frequent and the conflict between the natural resource and agriculture over development and excessive herding is more and more outstanding which loads to severe soil and water loss and the severe flood disaster.The deposits of Tibet water resource are rich but the efficiency is low. Water quality is a good condition but some river contains a great deal of mineral harmful to people's health. The problems in the water resource management are severe. In order to solve these problems, the author put forward the suggestion first: Formulate the laws of saving-water as soon as possible according to actual condition, adjust and plan the relevant work, save to use water. Second: Change the original management methods transform from supply management to supply with demand management, achieve demand management gradually. Third: Reform the administrative system at the present, and implement the department of institute and enterprise in order to restrict democratic management system which user can take part in the decision on the guiding of the water administrative department.
