The relation of urban traffic and man is close, almost all of them benefit from urban traffic. However, with the accelerated process of urbanization as well as the rapid growth of motor vehicles, the development of many cities' traffic sacrificed human right to meet the vehicles' right. In the medium-small cities, people live in peace environment originally, as the rapid growth of motor vehicles, road traffic accidents occur frequently as well as the reduction of public greenbelt and environmental pollution, these factors leads every person to become the victims in urban traffic again. Therefore, we need to consider and deal with the problems faced by urban traffic comprehensively, integrate and humane. Traffic calming technology is a traffic safety management measure, which puts people's rights and interests as a supreme principle, especially the vulnerable groups in urban traffic, so that any means of transportation have become pure tools which serves people's production-life need. Therefore, the main content of this paper is how to reasonability apply traffic calming technology in the road network in the medium-small cities, which protects the safety of vulnerable groups and creates a urban transport space , in which people, vehicles, roads, surroundings develop harmoniously.Firstly, this paper analyzes the traffic function of the medium-small cities, studies and analyzes the basic data from three medium-small cities in Yunnan province, as well as summarized the traffic characteristics of the medium-small cities in nine aspects.Secondly, though analysis of the traffic safety situation of the medium-small cities as well as statistics and analysis of the causes of urban road accidents by circle-analysis methods and Barrett curve, it draws the main impacts of road safety, meanwhile it discusses the relations of speed and traffic accidents.Thirdly, this paper outlines the classification of traffic calming measures as well as the advantages and disadvantages of various measures. It unifies the traffic characteristics of the medium-small cities, the principle and application condition of traffic calming design as well as application of the relevant model to study geometric design of traffic calming measures which is suitable for the medium-small cities.Finally, the practicability of traffic calming measures is verified and analyzed through its application in Simao district of Pu'er. This paper collects and analyzes experiment data of Bump and deceleration markings. Meanwhile, it uses traffic conflict method to evaluate its security and questionnaire to investigate traveler's psychological behavior.In this paper, the results of the research can be used as a new road safety management measures applied in the medium-small cities. It is not only to protect the vulnerable groups in the urban traffic, to improve the people's living environment, to reflect " human-oriented", but also to prevent urban accidents as a reasonable and effective way. Its application has important practical value which has been proven in the medium-small cities in Yunnan province.
