In recent year, with rapid advancement of urbanism, the construction and expansion of big and middle scale city is under gonging continuously. The rising development of area surrounding central city have made the small town rapidly expanding, but due to remarkable differences in term of development scale,character,function,geography advantage,the limit of investment, which caused the town road network system planning was ignored for long time. The separation between comprehensive planning and road network made the road network planning only considerate the small town links up with regional road network, while paid less attention to the relations between the land function evolution and the road network scale,the structure,the interior layout ,these all leaded to aggregating contradiction between the amount traffic demand and the inferior traffic system, meanwhile restricted the town expansion as well as influenced the area economic growth in a certain level.This paper, focusing on resolving the deficiencies of the comprehensive road network planning of small town and referring to advanced experience at home and abroad, takes the simulation technique and quantity method to apply in intensive theory study of the small town city network system planning.This paper firstly discussed the diversity of urbanism between the china and the other countries in the world, mainly analyzed the three typical forms of town system from the medium view, and studied the mutual interactive mechanism based on their relationship between space layout and road network in town, which applied the CA model and genetic algorithm. Then all above methods were introduced into construct modal and the algorithm was presented to settle the problems .Moreover, the paper unfolded a theory research for the road network system planning: in the first place selected the influencing factor according to the demand based on system relation matrix and adopted the supply and demand equality method to figure the whole scale of town road network ;in the secondly place, in account of traffic flow and town development tendency, applied the quantity method to diagnose and adjust the ration of structure of the town road network;Besides,taking from the road network systematic layout aspect, this paper discussed the mutual mechanism between the layout and land use, major analyzed the exterior and interior road network layout, especially concentrated on the study of interior road network layout of new town in suburban of the big city, used the macro-planning and micro-design methods to build a system that fits for the bicycle and foot trip in China. In addition the paper brought forward the road network layout multi-object optimum model to generate several alternative planning projects based on the simulation theory, which could simplify the traditional optimum,adjust procedure ; Finally, this paper took the Huaqiao Town Kunshan City road network system planning for example to verify the validity of the key theoretic method for the research, explicitly explained the research in the paper had a certain significant application in the guidance of overall planning of the town.
