Chongqing city is unique municipality in the western region. After being municipality, the main city area economy increases quickly and its transportation development is quick and its vehicle number increases by 23.8 % a year. This rate exceeds the increase of the density and length of the road network, leading the road network capacity to saturation, increasing traffic congestion, road accidents and traffic pollution etc. In addition, Chongqing city is a famous"mountain city", the land resource is too scarce, the level of the transport facilities is relatively backward, making the relation of its transportation supply and demand very sharper. How to solve this problem? If staying in the traditional approach of "build more roads for traveling", there will be the restrict of land and funds. Therefore, it is important to develop strategies suiting to the increase of vehicles, which makes the vehicle increase meet the growth of economy and match to the certain service level of the road transport facilities. This thesis is researched under the background.Firstly, the paper analyses the increasing trend of the vehicle number in Chongqing main city in the last few years and predicts the latent amount of vehicle in 2010 and in 2020 with population and economy increase. Then, the paper studies vehicle number demand in Chongqing with the restrict of the land use, capacity of traffic network system, energy supply, environmental capacity, and predicts the permitted amount of vehicle in 2010 and in 2020. Finally,the paper puts forward the strategic of traffic demand management in Chongqing based on studying vehicle demand management experience, those are vehicle quota and possession card system,the increase of purchase tax and fuel oil tax,the charges of crowded road,prohibiting to use vehicles in the area,regional difference policy. It makes the development of vehicle match to the predicted scale and offers the basis theory and practice for realizing the city traffic sustainable development in Chongqing.
