On the foundation of the further study of small hydropower stations integrated automation system at home and abroad, according to the control demand of small hydropower stations, the synthetic measurement and control equipment's design scheme and implementation method were proposed based on DSP. In this thesis, TI's 32-bit fixed point DSP TMS320F2812 was selected as the master control device chip, supplemented by embedded system technology and CPLD technology, the modularization and intelligence of hardware was realized. The hydraulic-generator set protection, hydraulic turbine regulating control, excitation control, rotating speed measurement, temperature patrol measurement, power acquisition, non-electric collection, quasi-synchronization control, sequence control, man-machine interaction, system monitoring, communications and so on were integrated. The design schemes of hardware module such as analog acquisition module, I/O modules and temperature and rotating speed measurement module's designation and system software are elaborated in detail, also the anti-interference measures of software/hardware and reliability design are studied. Making full use of the similarity of the electric collection by the integrated measuring and control device, utilizing comprehensively of the collected electric data on the software, improving the performance of excitation and hydraulic turbine regulating, accelerating the process of quasi-synchronization, the small hydropower station's structure was simplified on the guarantee of the reliable operation of hydraulic-generator set. The design of synchronous signal capture of the excitation control and phase shifted pulse trigger circuit can be simplified because of the 32-bit special-control high-end DSP of TMS320F2812 was adopted.In this thesis, the integrated measuring and control device realized the compound integrate of small hydropower station unit automation, avoiding the limitations of local optimization which only realized by separating device of traditional governor, excitation and quasi-synchronization, decreasing the conversion of various communication protocol, simplifying the structure of integrated automation, reducing the cost of small hydropower integrated automation, and beneficial to realize "unmanned or poor manned on duty" and information management to small hydropower.
