The construction process of large rockfill dam is a complex system. It involved many factors such as construction schedule, placement of dam access roads, filling workspace, arrangement of borrows, construction organization of workface, machines, etc. It also nearly related to environment factors such as raining, hydrology characteristic temperature, and so on. In order to reduce project cost and perform the project successfully and provide reference for decision-maker, it is necessary to study systemically all kinds of influence factors in substage-zoning filling design and to plan the construction visage of each stage and reflect realistically the filling process adopting scientific analysis method and advanced simulation technology.First, the affect mechanism of main factors which influence substage-zoning filling design problem was analyzed through the theory of system analysis and a new concept was presented for an important index, which denotes synthetically the influence of flow-shop scheduling mode, size of filling workface, construction machinery. Based on these analyses, an optimization model for dam filling programming was built which aimed to reduce the disequilibrium degree of filling intensity. In order to solve this system model, a mixed intelligent optimization algorithm was introduced and modified. Based on the model and the algorithm, an optimize software, namely OSFD-nzd, was developed on the Visual C# exploitation platform.Then, on the basis of filling programming and the analysis of dam construction system, the raise rules of filling layers was formed under the restricts of rain, altitude difference of neighboring fill zones, max raise height each day and filling order of core filling zone. Through the computer simulation theory, the simulation model and corresponding software is developed. It thinks over the factors of construction technics and construction management, and stands out the filling order of materials in core zone and the simulation results reflected distinctly the performance of real system.Finally, the theory present in this paper is applied to Nuozhadu project. Four calculation schemes with different construction parameters are designed to study the effect of the construction conditions to the filling programming. Furthermore, the filling simulation software is adopted to simulate the filling process. The simulation results of the scheme was offered to demonstrate the filling performance and filling process of under different rain conditions and provided reasonable reference for construction practicality. Consequently, the validity and practicability of the method presented in this paper were demonstrated.
