On Urban Traffic Jam And Its Governance In China

In China, the main problem of urban traffic is traffic jam. The governance for traffic jam is complicated and systematical project, which refers to many cases, such as development of society and economy, people's life, and so on. At present, traffic jam becomes urban nuisance, which not only affects normal social order but continually aggravates environmental quality in urban areas. Taking energy consuming and effective application of traffic installation as an example, traffic jam wastes these resources. Traffic jam affects social life. Firstly, it increases transportation costs, including time and expenses; secondly, it declines life quality of people in urban areas because of high costs.Not only technical meaning but also nature of government action in the process of practice is the essential characteristic of governance of traffic jam in urban areas. Therefore, we should start from technique and society, economy and life under some macro and micro policy structure to solve traffic jam. The paper summaries traffic jam in urban areas, and analyzes macro and micro reasons. Combined with successful experience for governing traffic jam in urban areas from abroad, according to the actual condition in China, the paper shows some strategies and policies for governing traffic jam: giving priority to the development of public traffic and improving traffic management in urban areas. In strategies, we should seize the developing tendency of traffic, develop traffic mode of bus and railway; in policies, we should base on four dimensions: planning, regulating and controlling, supervising and managing, servicing to reduce traffic flow and to equalize traffic load and improve working efficiency of traffic in urban areas.
