Due to strong transportation ability and economy, bulk carriers play an important role in marine transportation. But high accidents rate forms a threat to the safety of bulk carriers. Along with the emphasis of bulk carrier safety in shipping industry, all ships shall provide the hull damage documentation and understand the emergency actions required by SOLAS, which built in 1st, Feb, 1992 or after. But the documentation is only a guide, not a technical procedure. Therefore, it is very important actions to be taken and decisions to be made for bulk carrier hull damage ensuring the ship safety.The shipping company and the related ship pay little attention to the bulk carrier damage control, the shipping company management personnel does not make a further investigation on the damage control and does not understand the theory of hull damage during practical operation after collecting the related information. This paper uses decision procedure to research on the bulk carrier safety analysis and emergency decision and provides the sub-decision system.The bulk carrier damage control is decided from the identification of the hull damage, establishment of the damage standard, establishment and implementation of decision plan. The current state of bulk carrier damage control has been analyzed, and control plan has been made from the damage position, flooding speed, closing condition of water tight equipments, reservation buoyant according to the SOLAS Convention damage control requirements. The bulk carrier damage decision system is provided, based on the damage control decision according to the damage control plan, which state the structure, function, purpose and meaning of the system. Damage control plan is concluded from the actual ship simulation on the different durchgriffs, size of damage hole, position of damage hole.
