With the progress of the society, as well as the development of highway and high-grade highway construction, and the formation of sea transport network, especially the rapid development of Ro/Ro passenger ship across the strait and the train ferry, three Ro/Ro passenger ship transport market has been formed throughout the country: South China Sea,East China Sea and Bohai Sea market. The train ferry of Bohai Strait and Qionghai Strait has been the important part of transport network in our nation. Trains are transported by ferry, Because of which, the ferry includes train hold cabin and anti-heel system, and adopt the electric propelled new system. There is more safety assessment of ships in shipping trade, but there is little assessment of train ferry, so it's necessary to do the work of this kind.The purpose of safety assessment is to find,analysis,and forecast the dangerous and harmful factors in project and system, and the seriousness of the possible accidents. By providing reasonable and feasible countermeasures for the safety, we can guide the monitoring of dangerous source and accident prevention. So that we will achieve the lowest accident rate,the least loss and the best security investment returns. FSA is a structured and systematic analysis method. Its purpose is to use a comprehensive and integrated manner to consider the several aspects of safety factors. Through risk assessment,cost and benefit evaluation, then we are able to provide reasonable and effective risk control measures.This paper foucs on the safety assessment of the special constrcture and equipment of the train ferry. And analysis the impact of the train ferry safety factors in such aspects as man-machines- environment-management. Using comprehensive safety assessment as a tool, people can determine the impact of various evaluations to the assessment factors by AHP. And we can establish a multi-level comprehensive evaluation model by fuzzy math principle. At the same time, in order to reduce the workload of the safety assessment staff, we use C# computer language to program a safety assessment supporting software for the train ferry, and with the increase of the proposed rectification module, we have improved the usefulness of the evaluation results.
