Power distribution GIS is a comprehensive information system which collects computer technology, the communication technology, the control technology, the sophisticated equipment and the management. It is an important guarantee which enhances the reliability of power supply, quality of the power supply and the economy movement of distribution network, it is an important embodiment that the high-tech method applies to actual production. Once Component GIS is applied to Distribution Network GIS, the information of each equipment in the distribution network and the information of geographical position can unify well together, such it changes the chaotic complexion in the aspects of blueprint management and equipment management, it has realized the automated management of blueprints and equipments; Simultaneously, GIS can carry on the intuitionistic, visual analysis and inquiry of data, it can also help users to excavate the latent relations which hide in the text data, so it provides a kind of brand-new policy-making support for the users.This article take the present situation of power distribution system as a background, this power distribution system is about the electric power bureau of Luancheng County which is in the city of Shijiazhuang, through the earnest investigation and study of the power distribution scene, combining the existing problems of the current power distribution management and the characteristics of component GIS, according to the principle of openness, the reliability, the integration and so on, carrying on the general design and function realization of system, the design of database, the design and realization of component level to the power distribution GIS. In this foundation, we have produced the realization of system analysis and the technology of management, through the methods of Deep First searches algorithm, the distribution network breakdown localization technology and so on, we can complete distribution network breakdown localization and the restoring of power supply as well as the network heavy construction, which are based on GIS. Thereinto, in the process of analysis to the distribution network breakdown localization, what the author uses is the method of expert system, because the merit of expert system has happen to catered to the characteristic of randomness and accident which the nodes in the distribution network breakdown often have. Another characteristic of expert system is that it has the ability of logical inference and judgement, simultaneously it also has the function of study and memory, just due to this reason, it takes a very big advantage in the fast localization and isolation to the breakdown. In addition, the expert system based on GIS also has the function of spatial analysis, it perfectly unifies the spatial information, the attribute information and the breakdown information together, this provides a kind of pattern which makes the GIS, SCADA system and electricity system conform to each other.We have developed the power distribution GIS through the domestic GIS platform"GeoStar5.0", this system suits the characteristic of the local, conforms to the local actual situation, conforms to the versatility of power distribution GIS. The application of power distribution GIS has provided a very important help for power distribution management, a big convenient for equipment maintenance and the overhaul, it also has provided a new way for the equipment management. The information sharing of power distribution GIS, has provided the basis for the equipment increase and the transformation, has also provided the guarantee for the dispatcher to correct decision-making. Finally, power distribution GIS will play a vital role in the security of the power distribution system, the reliability of the power distribution system and the economical movement of the power distribution system.
