The energy conservation and sustainable development is one of important goals of each country, it is the keystone of energy-saving study how to reduce energy consumption by construction and enhance the utilization of energy in construction.Energy-saving in building industry has become a crucial issue for sustainable development in China. Particularly, residential building sector deserves more attention because it occupies more than 60% of total building floor area. In market economy circumstance, economic aspect is a key factor to apply energy saving measures to residential buildings. Therefore, it is essential to carry out techno-economic assessment of the building energy-saving technologies. In this regard, lots of effort has been input both in China and abroad. However, few quantitative studies which address the cost feasibility of energy-saving residential buildings using the LCA and systematic analysis methods are available in papers.First of all, the concept and significance of building energy conservation were analysed and development course and actuality of building energy conservation policy of our country were analysed. Based on this work, The actuality and problems residential building energy-saving design in Chengdu were analysed deeply based on the geography location and characteristic of Chengdu. What is more, from the view of technology, energy-saving performance of several typical construction materials was contrasted. So some measures were given for building energy-saving design in Chengdu.The focus of this paper is techno-economic assessment of construction energy conservation in Chengdu. The theory of alue engineering can be used to estimate. The benchmark and conditions of techno-economic assessment of construction energy conservation in Chengdu was presented. Through analytical hierarchy process, set of technical and economic evaluation methods for construction energy conservation in Chengdu was enduced.At last, an illustration of technical and economic evaluation and energy-saving evaluation was show through the project of Jinxi Minyuan in Chengdu.
