Waste to Energy (WTE) technology has been developed decades in developed countries. However, WTE technology in our country is still regarded as a kind of new technology. Even though there have some WTE plants in our country, the WTE technology is still under development, especially about cleaning of flue gas produced from waste incineration. The study lies on the one of the technical innovation in Fuzhou Hongmiaoling WTE plant which is developed by Chongqing Sanfeng Covanta Environmental Industry Co., Ltd. Together with technical innovation team, we have made technical scheme on baghouse cleaning devices in flue gas cleaning system. Based on that, we have carried out software and hardware design on electrical system and made carefully research on control system. The paper emphasize on the application of DCS system in the WTE plants and detailed description of design thinking on main control function.The paper firstly makes analysis on principle of work and technical process of baghouse dust-cleaning system and also makes discussion on the basis of selection on technical scheme of electrical control & monitoring system. The automatic switches between preheating control and dust cleaning control have been made. Moreover, internal thermostatic preheating control inside baghous also has been made. The automatic control in timing cleaning and fixed resistance cleaning has been made during Process control of dust cleaning. Lower system has the function of independent operation. Field data acquisition and field equipment can be controlled manually, as well as DCS automatic remote control and manual control. Having communicated with lower system, DCS remote monitoring on lower system can be realized. The variety of control manners can improve the reliability and convenience of the control.The paper introduce new design methods of WTE technical process, which could have significances on developing WTE, environment protection and renewable energy project, as well as developing recycling economy.
