In our country,the inspection standard did not consider the variation of seasons, the change of material strength and the different time of quality inspection. According to this problem, this paper put forward a method to calculate the inspection standards about subgrade flexure and pavement flexure.Firstly, by the investigation of the subgrade and pavement design parameters in practice, this paper analyzed the shortage exited in current design parameters, and discussed the earth physical nature.Secondly, it researched the influence factors to the subgrade modulus of resilience, such as soil,compactness and moisture content, and found that the moisture content was the key factor which made the modulus of resilience changed by seasons. According to the indoor and outdoor tests on subgrade modulus,compactness and moisture content, this paper obtained well dependency relation among them. What's more, by two rules of the subgrade moisture content variation by the time and the subgrade modulus of resilience variation by seasons, a method was brought out to calculate the subgrade flexure inspection standard, which was suited for anytime to inspect the road quality.Moreover, this paper studied the semi-rigid base typical materials'resilience modulus change rule by ages as preserving separated in normalizational condition and in natural conditions. On the test data analysis, here established relationships between the resilience modulus and the synthesis variance of ages and temperature.Finally, this paper put forward an method to calculate the inspection standards of surface flexure for anytime to detect, basing on the relationship between resilience modulus of each structural layer to surface flexure, on the rule of resilience modulus variation by subgrade moisture content, as well as on the rule of modulus of resilience variation of semi-rigid base materials by ages and temperature. It realized a soft-ware program to calculate the inspection standard basing on Zheng-shi highway, and verified its project practicality.
