The active mode of project payment is rejection /acceptance in our country. There are only two levels for a project, which are eligibility or disqualification. The traditional payment method cannot only give out the corresponding payments according to the quality of a project, but also cannot stimulate the contractor to improve the quality of a project positively. Thus contractors may make the projects eligibility in the precondition that they try their best to reduce the costs, in order to figure for farther benefits. Whereas in this way, the constructive quality of the projects wonnot be advanced. The concept of pay adjustment is introduced to solve the problem. By this way an agency can give their contractors suitable payment basis on the quality of an asphalt pavement. The agency can reduce payment for substandard work and offer some degree of monetary incentive for superior work that exceeds the acceptable quality level. The rationales of pay adjustment based on life cycle cost analysis are recommended here systematically. With the help of the theories, the suitable key parameters are selected to evaluate the quality of the hot mixture asphalt pavement. Using these key parameters, the performance evaluation model of the HMA pavement can be set up. And expected life of an asphalt pavement can be estimated by the performance evaluation model. At last, by comparing the expected life and the designed life to weight the mass discrepancy of the construction, the pay adjustment can be done. At the precondition of considering inland instances fully, the performance model based on initial deflection value and thickness of the pavement is given in this paper. And computation example is conducted using practical testing data. Finally, in order to supervise its application in practice engineering, we present some suggestions on approaches of when and how to pay and management problems of pay adjustment.
