With the use of Central Air-conditioning System all over our country in recent years, the use of electric energy in different times is not very uniform which makes the shortage of electric energy at electricity high time, makes the electric-net efficiency decrease and becomes hidden danger to the safety of electric system. Facing this kind of situation, many district government formulate electric-price policy which is benefit to the development of Ice Storage Air-conditioning System (ISAS).Many problems deserve further research since development of ISAS in our country is not long. Compare with internal melt ice-on-coil, the research of external melt ice-on-coil is not enough. Some foreign resource is not open. This paper try to reveal the main factors including the flow rate, discharging rate that influence the process and their actions of external melt ice-on-coil by experiment.From the view point of initial investment and operation cost, compares the ice-storage system and limited quantity of electricity ice-storage system with the conventional air conditioning system. The innovative method is way calculating air-condition quantity of electricity by three different electrovalence in peak section, level section and valley section. This paper show intuitively the feature of the economical efficiency of different ice-storage system.
