With the rapid development of electric power industry, the scale of power gird and the volumn of unit capacity extend continually.The quantity and difficulty for relay protection management increases gradually. So it is feasible and necessary to develop a relay protection management system, which is in accordance with the time development.The system can reduce labour intensity of the relay protection workers,decreasing the percentage of protection device's false action and helpful to enhance the efficiency and validity of relay protection setting calculation.In order to develop a relay protection management system in power plant, this paper presents a framework using AOP technology. According to the functions and connection, the system is divided into two groups by AOP technology--general concern and crosscutting concern. General concern enhance the independency of functional modules and crosscutting concern enhance the relationship among functional modules. The system is good functional and expansibility by using AOP technology.This paper proposes hybrid programming technology to realize the connection of C++ language with FORTRAN language.C++ language has the advaentage of building good human-computer interaction interface.BPA program which is writing by FORTRAN can provide accurate power flow and fault calculation. In the process of design and developing, BPA program is used in C++ language by hybrid programming.This method can take advantage of both languages and avoid unnecessary repeated development efficiently. Further more,it is not only helpful to accomplish the mission but also indicates the direction of function expanding.This paper proposes using adaptive algorithm to satisfy network topology's real-time updating. The objective of this system is to develop a universal relay protection management system in power plant. But network topologies are different in different power plants. One power plant also have different network topologies in different running statuses. To solve questions above, the system uses adaptive algorithm to realize network topology's update in time by tracing data information. This method satisfy the need of relay protection and enhance the universality of the system.The system designs general fixed value calculation system and new relay protection recording system in protection setting part to meet the demand of universality. Fixed value calculation system is for commen relay protection in power plant.It can reduce the work for relay protection effectly. New relay protection recording system is for the updata of new relay protection, and it makes it possible for the users to append, delete, modify relay protection calculation formulas, so it can realize the function expansibility.
