The relay protection devices are important parts of the secondary electrical power system, and play extremely vital roles in guaranteeing the system’s security, stability, economical operation, and so on. Coordination was finished by expert using his hand long time ago, there are some coordination software applied to power plant, but cannot popularize because of its disadvantage in flexibility and utility. So how to enhance the rapidity and accuracy of setting and check to satisfy the request of the modem electrical power system’s safe and stable operation will be much significant to ensure the development of power system there.Firstly, in order to ensure the complete system functions and correct operation data, this paper implements the overall structure of the system, builds various component modules, and specifies every module’s function.Secondly, the breakdown calculation is a very important link. The paper introduces the mathematical model of each component, and design the algorithmic process of the three-phase short-circuit and asymmetric short-circuit according to the needs of the relay protection setting calculation for power plant.Thirdly, the need to determine the calibration sequence analysis, that optimizes the traditional check randomness and blindness, to a certain extent, improve the efficiency and speed relay set point check sum. Then the probability of the use of risk theory to distance protection, for example, to calculate protection malfunction and refuse to move, and were isolated from the load generator isolation and circuit overload protection three aspects of the risk assessment of the protective device to calculate the degree of importance index, an important indicator of the protection device is larger, indicating that the protection device more important, in the process of verification of protection should be given priority.Finally, the actual input power information, design protection given value simulation verification process and the formation of relay protection setting simulation verification reports, design, implement all the features of the system. Check report simulation results with the practical application of the test to verify the functionality of the system.
