As a system initiated by our country,the river chief system pushes the main party and government leaders to the first place in water control,and forms a new situation in which the party and government leaders take the lead,coordinate and cooperate with multiple departments,and the whole people participate in water control.After the river chief system was first put forward in our country,it has received great attention and expectations from all walks of life.Various regions have successively introduced the work programme of implementing the river chief system in an all-round way,and have entered a new stage of implementing the tasks of the river length system.The overall implementation of the river chief system is a heavy task,demanding and responsible work.It also faces many unsolved problems,including relatively slow progress and inadequate harnessing effect.It is urgent to carry out a comprehensive and systematic evaluation of the development of the river length system.As a new thing,the river chief system production has a relatively weak theoretical basis and a weak knowledge system due to its short time of emergence.Therefore,the study of the development of the river chief system has guiding significance for the efficient development of the county's river chief system in the later period,and provides some reference for the evaluation of the development of the river chief system in other areas.Based on the current situation of the river chief system in a county,this paper analyses and summarizes the factors that have an important impact on the smooth development of the river chief system in the county.According to the time sequence of the tasks of the river chief system,four aspects of evaluation contents are set up,namely,the stage of plan formulation and implementation,the stage of establishment,design and implementation of the river chief system,and the synthesis with pertinence and multi-level characteristics is constructed.The evaluation index system includes 23 evaluation factors.Then the comprehensive weights of each index are calculated by the combination of analytic hierarchy process(AHP)and entropy weight method.According to the scoring criteria,experts are invited to score,the membership function is determined,and the fuzzy comprehensive evaluation matrix is established,thus forming a complete evaluation model for the development of the river chief system in a county.Finally,the model is used to calculate the development of the county's river chief system,and the factors that have an important impact on its development.It provides some theoretical basis for the smooth development of the county's river chief system in the future,and puts forward some corresponding suggestions.
