Social equity is an important part of sustainable development and what the harmonious development of society demands. With the sharp contradiction between traffic demand and supply and the unbalanced distribution of transportation resources, it is necessary to introduce transportation equity into policy making and project evaluation to promote the harmonious development of different areas and social groups.A review of studies on transportation equity is made from the aspects of definition, qualitative evaluation and quantitative evaluation. Then a summary is made from four angles of different modes, different groups, different areas and different generations and two classifications of vertical and horizontal equity and spatial and temporal equity. Then the subject of transportation equity is clarified, and based on the main relation between subjects a three level division, macro, meso and micro, of transportation equity is made.On the macro level, the relation between transportation and social economic development is summarized and a transportation and economic development interaction model is established. The parameters of the model are validated with related historical data. The characteristics of transportation and economic development in China are revealed from the aspects of development and infrastructure gap between areas, distribution of social investments, contribution of transportation and transportation development and suggestions are made according to the characteristics to promote equilibrium development of areas.On the meso level, a browse of transportation investment evaluation methods is made and the shortages are pointed out. Based on previous work, an improved regional transportation investment evaluation method is proposed. Through parameter analysis, the attribute of the model is explained that it compensates for the vulnerable groups and undeveloped areas. On the micro level, it is pointed out that the main contradiction between different transportation participants is the distribution of transportation resources. By analogy to the species competition in nature, the competition models between different traffic mode users are established. The one-mode model and two-mode model are discussed in detail with parameter analysis while a framework of multi-mode model is given.
