That takes a bad effect on the urban sustaining development and is a challenge for the intensive use of land resource and the protection of urban ecological environment. How to administer and control the urban land harmoniously and keep them from altering optionally? It is a significant problem in the academia and department of construction management. While traditional urban planning is a planning of constructive land, which only attach importance to the layout of constructive land but the other land. There's no propose whether the other land can be used in construction. All those lead to invalidation of the measures of urban land administering and controlling.In the background above, according to the complexity of land system for non-constructive use purpose and the lack of quantitative analysis for the system, the paper tries to do some research in the classification and evolution index system of land for non-constructive use purpose on the foundation of summarization of its theory and practice. It contributes to the improvement of land use efficiency and urban decision-making exactitude, keeping the constructive land from extending optionally, protecting the urban ecological environment and harmonious development of urban and country.After confirming the concept of land for non-constructive use purpose, the paper summarizes and appraises the status quo of the non-constructive land research, and points out the problems which haven't been solved yet. On the foundation of these discussions, the paper makes an attempt at analyzing the system classification and evolution index system of land for non-constructive use purpose. At the beginning, the author ascertains the gist of classification, classifies the land for non-constructive use purpose into five categories: technical non-constructive land; landscape non-constructive land; ecological non-constructive land; policy non-constructive land; economical non-constructive land by summing up the function what they play in the course of city development, and presents impact factors respectively. Based on the above analysis, the paper focuses on the study of evolution index system of land for non-constructive use purpose: first, confirming the goal and function of evolution index system; second, presenting the routes and methods of evolution index system designing; at last, calculating the weight of each index.
