Intelligent Transportation System (ITS) is an advanced transportation management model that combines computer technology, information technology, electronics technology, telecommunications and other high technology. ITS plays a positive role in the way of alleviating the traffic congestion, reducing the traffic accidents and solving the environmental pollution. It is also leading the development of the transportation in 21st century. This thesis presents a design of the highway vehicle tracking system that includes optical fiber communications and wireless communications technology, which provides a solution for highway vehicles Intelligent Surveillance.In the first of this thesis, the development of ITS at home and abroad is described briefly, and the background and significance of this project are also mentioned. In the next, the principles and theories of communication systems and protocols that the system bases on are introduced. Following, the whole design of the system and the main functions of related modules are discussed in detail. And then, we depict the implementation of the system in the hardware and software part respectively, and also propose effective solutions to the problems encountered in the implementation. At the end of this thesis, we summarize the characteristic and meaning of this subject.The major work of this thesis can be summarized as:(1) For the purpose of tracking vehicles effectively, we devise a new method to make the On-Board unit (OBU) in the car and Road-Side unit (RSU) at the roadside communicate in real-time by using the fiber communication technology and wireless communication technology.(2) In the hardware, the circuits of the OBU and RSU are designed;(3) In the software, the main part of the software design and the programming of PIC and CC1020 are implemented. A new communication protocol that applies to the highway is also designed in order to keep the communication stable.
