The eleventh "5-year plan" of our State clearly point out, in the eleventh "5-year " period,energy per GDP should be reduced 20 percent,240 million tons standard coal of the country should be saved.1.01 of the 2.4 million tons standard coal might be saved in the building energy efficiency. Heating system energy-efficiency is an important part of building energy-efficiency. According to the 50 percent energy-saving standard - "Building energy-efficiency design standards (heating residential buildings)," the so-called 50 percent energy-efficiency, building energy-efficiency rate should reach to 30 percent, heating system energy-saving rate should reach to 20%. At present, China's heat supply facilities in many cities are serious aging, heating waste of energy is serious. The overall efficiency of heating system is not high. The reason is that , the running efficiency of boiler is low, the transport efficiency of network is not high, the hydraulic imbalance is serious, the majority of existing building are not energy-efficiency building, and without heat metering facilities, the user can not be carried out independently. All these have a direct impact on the level of energy-efficiency of heating system.In this paper, with the survey of coal-consumption volume, water-consumption volume , electric-consumption volume in the 06-07 heating period ,and with the detection of heating boiler efficiency, the transportation network efficiency and water balance of Medical University of Xingjian of the city of Urumqi.Identify the the coal, power and water consumption of unit area gap between Medical University of Xingjian and 50 percent energy-efficiency standard of the country. Identify the reasons for the gap from the analysis of boiler efficiency , transportation network efficiency and the result of water balance. Provide a method of improving boiler efficiency and transportation network efficiency, and also give a method to solving hydraulic imbalance in various conditions.
