Power industry is an important base of national economy and it's a key and pioneer industry of national economy development stratagem whose development is the need of society advancement and continuous improvement of people's life. The power industry of our county have been developing very fast, have got remarkable achievement in power source establishment, grid building and source structure etc and is stepping into the new period of 'Large Grid, Large Plant, High Voltage, High Level of Automation'.Transmission and transformation project plays an important part in the basic construction of power industry. In recent years our county has strengthened the investment in building the structure of high voltage grid and the quantity of projects set by grid companies is increasing year by year because of the interconnection project organized by our country for power transmission from west to east and power exchange between south and north. The management of transmission and transformation project is an complicated system project which relates to work of progress, quality management, investment, safety, compact, employees, blueprints, documents etc and has many difficulties in wide area and classification management. At the same time, the power transmission project management also has an obvious difference from other project management, namely, geographical feature.At present, some project management software from the practically point of view to analyze in the project management process from the progress of the preparation of plans, progress and control expenses, to the actual progress of improving the power transmission and other aspects of project management. However, the use of these project management software are only for the power transmission project-based programming such as text messages and data to achieve a better management of the power transmission project, but helpless to show, query and analyze the geographical characteristics of the elements such as the graphics, features, power transmission lines and substations. It is precisely because of this situation, we have put forward research of Web GIS on power transmission project management system.The power transmission Project Management System based on Web GIS integrates the modern theory of project management, geographical information technology and computer technology. This paper describes state of art of project management, analyzes the feature of power transmission project management. The Web GIS theory is expounded, analyzed and compared in several Web GIS solutions. Research of the method which developing Web GIS, a detailed study of GIS spatial data organization method, SuperMap data organization in several method are analyzed, a "Based on the principle of four times" spatial data block classification organization strategy. The overall system design is completed bases on demand analysis. Software development environment is given and SuperMap IS configuration. Finally, major Web GIS functions of A power transmission project management is analyzed and the interface of Web GIS functions is given.
