The Study Of The AHP-based Power DSM

Faced with such great problems as environment, sustainable economic and social development, Chinese government upholds the strategy of emphasizing the equal importance of both energy conservation and development, giving added weight to the latter. As an important part of the national energy strategy, power demand side management (DSM) can save energy, ease the strain of power supply and improve the efficiency of power use; hence, it is significant to the development of energy, economy and environment.As the leader of the demand side management, the local government takes the responsibility of putting it into practice. So to evaluate the performance of DSM is conducive to strengthening the local government's energy-saving responsibility and ensuring the sustainable enforcement of the DSM, and fulfillment of energy conservation goal.Having analyzed the potentials and barriers of DSM, this paper proposes a comprehensive evaluation model based on fuzzy theory and AHP(analytical hierarchy process). On the basis of the fuzzy theory, the model standardizes the indicators of government performance of DSM; the use of AHP helps to constitute the index system and target weight judgment matrix of the government performance so that it compensates for human's subjective fuzziness and avoids the simple assignment indicators. Therefore, the evaluations of the government performance of DSM can be more scientific, reasonable and objective.Through the research on the appraisal system for the government performance of DSM, the following are obtained: on the one hand, the system has to evaluate the government' management work, taking the retardation of the effect into consideration; On the other hand, it has to test if the power save target is reached in order to show the direction of the DSM, for how much power can be saved is a major indicator of the effect of DSM; Besides, whether the enterprises can fulfill their power saving goal decides whether a local area can reach its target of energy saving.; the local authorities can play the leading role in power saving by using the legal binding force and inspiring economic policies. According to this analysis, a proposal about policies to promote the government performance of power DSM is put forward.
