China's capital construction projects are becoming larger and larger,and project management,design and construction are more professional.Capital construction management units(or departments)have established a systematic,reasonable and operable evaluation system,which is conducive to the owners to grasp the situation of each project management unit and capital construction projects,so that management units can follow the overall strategic objectives and correct deviations in implementation.High management level of owner to promote the realization of objectives.In view of the assessment content of the capital construction project of Z Air Administration,this paper finds that the problems are the lack of systematic assessment indicators,the large proportion of budget funds,the poor maneuverability caused by the vague scoring method and the deviation of the response to the overall planning and strategic intentions of the unit.This paper diagnoses the existing organizational structure and infrastructure management environment of ZAA,rebuilds two-level indicators covering the whole process of infrastructure management according to six principles,and establishes an evaluation system of 24 two-level indicators,with the stage as the division and the first-level indicators of performance,including early stage,start-up,implementation,acceptance and risk prevention and control.The judgment matrix is constructed by AHP,and experts are invited to fill in the matrix data.The hierarchical single ranking and hierarchical total ranking are obtained by step calculation.After consistency checking,the weight of performance evaluation index in capital construction management process is obtained.It is found that the key point of the optimization of the assessment system is to establish an index system that can fully reflect the work of the capital construction management unit of the unit.In this new assessment system,the first-level indicators in the early and start-up stages of the construction project are added.The second-level indicators are 41% larger than the original scoring items.It exposes that the earlier stage,start-up stage and acceptance stage of the original system are blind areas of the assessment and management work,and hinders the unit.The realization of strategic objectives.Overweight of individual indicators affects the effectiveness and fairness of assessment.Air traffic control infrastructure management should focus on safety management in addition to cost,quality and progress,which are the three major indicators of traditional projects.It is suggested to further improve the performance appraisal system spontaneously,establish performance management methods,and continuously monitor,improve,control and manage various work.The management of the early stage,start-up stage and acceptance stage can be improved through continuous tracking of long process procedures and early deployment of key tasks.To formulate safety management regulations for construction site operation of air traffic control units,and take corresponding measures to ensure the coordinated development of operation and construction.The implementation rate of budgetary funds should be improved from three stages: reasonable application,schedule guarantee and timely payment.
