Study On The Raise And Use Of Rural Road Conservation Funds

Rural road accounts for more than 70% of the national road network, which is the foundation of the national road network and an important public service in rural infrastructure. Rural road plays an important role in the revitalization of rural economy and an effective solution to the "three rural" issue, and ensures the realization of the comprehensive construction of a well-off society, while improving the farmers'travel environment and improving the living standards. At present, the whole country are making great efforts to rural road construction, local governments has spent much more money on construction, rural road construction has been developing rapidly, and the mileage has been increasing. The construction and conservation of rural road are two major issues of the development. The development of rural road construction is the means and premise condition. The conservation is the fundamental guarantee of road development. However, conservation management is often paid insufficient attention after the completion of rural road, and conservation funds are not guaranteed. Especially in rural road during the arrival of large and medium-sized repair, conservation is a huge shortfall in funds, which lost the majority of rural road in state custody. How to raise and use the rural road conservation funds, to ensure conserving and using well the rural road which the country have invested a lot of money to build, and playing their maximum economic benefits is the issue of eyebrows.This article mainly researches for the raising and using of rural road conservation funds. Through the reality of rural road conservation funds and the use of funds for future demand estimates, it gets a conclusion that there is a funding shortfall between the supply and demand in rural road conservation, and analysis the conservation of the reasons for the shortfall in funds. On this basis, this article puts forward the raising measures of rural road conservation funding in the aspect of opening source and cutting expenditure; it advances the requirements of the use of funds, and scientific and rational using measures of rural road conservation funds and measures of strengthening conservation funds management and supervision.
