Our country is one of water resources relatively leanness and time-space distributed uneven. Due to the speed up of urbanization process and high-speed development of national economy, the shortage of environment pollution and water resources has been seriously. At present, many cities are lack in water resources, which effect the development of local society economy. Recovery water environment is the basic method to solving water resources deficiency. The main approach is to improve the degree of wastewater treatment and make great efforts to promote health water circulation. Wastewater treatment plant and drain pipe network are very important municipal infrastructures, which are precondition of solving water body pollution. At present, wastewater treatment rate and wastewater treatment charge are very low in our country, many big or middle city in our country has established water supply and wastewater treatment price compositing one water price. But, in general water supply price is 70%~80%, wastewater treatment price is 20%~30%, which is not completely recovery treatment cost. Collection drainage charge to using wastewater concentration treatment facilities, as organ, establishing enterprise unit, school, hospital, public toilets manager, individual manager and residents, which can guarantee normal operation of wastewater discharge treatment facilities and can continuously improve the proportion and degree of wastewater treatment, finally reached to the objective of protect environment and prevention pollution.This paper not only discuss theoretical basis(including theory of external diseconomy, Polluter Pays Principle and several generations human sharing cost principle), collection drainage charge to using drainage facilities, presiding over"who pollution, who burden"principle and"several generations human sharing cost principle". Drainage charge should share by several generations human, sharing proportion adopt golden section, modern human share 61.8% of total drainage charge, but also establish theoretical system(including objective, principle, object, types and way of drainage charge). Using step increasing drainage charge, which make drainage charge formation reasonable price difference, mainly study on drainage cost. Using method of least squares on cost data get each monomer structure function on wastewater treatment plant, by comprehensive analysis obtained wastewater treatment plant engineering cost(first part cost) model and pip unit price model, then application discharge production cost model and price prediction model obtained drainage charge standard. Finally research on xi'an and mei xian using established model, using step increasing drainage charge and considering several generations human sharing cost principle, obtained xi'an and mei xian residents life drainage charge first stage 0.8$/m3, non residents drainage charge first stage 0.9$/m3, thereafter all according to 1:1.5:2.0 determination, considering the factor of price rise, suggestion drainage charge adjust every two years.
