As one of the most important public places, the large-scale public sector which has close relationship with public services and social management is the representative of urban style and the historical characteristics. With the quick development of Chinese urbanization and the fast improvement of people's living standard, the number of the large-scale public sectors has been increasing a lot. Evaluating the green degree of large-scale public sectors, in an all-round, scientific, systemic way, is the sticking point for the green development of large-scale public sectors.This paper analyzes the problems in the building energy efficiency of large-scale public sectors in China. Taking the sustainable development theory and the green building theory as guiding principle, this paper brings 30 evaluation targets from the perspectives of ecology, economy,functionality and comfortableness, at the same time, brings out a set of calculation method for integrate green degree. With the knowledge of AHP and fuzzy mathematics,this paper combines qualitative analysis with quantitative research to build a set of appraisal system to calculate large-scale public sectors'green value. Considering the importance of green ecology, the paper computes the value of green ecology though Life Cycle Assessment.Finally, this paper uses the evaluation-target system and calculation method in two buildings which are similar in infrastructure and other conditions. Practice application indicates that this evaluation-target system and the calculating method of building green value can tell relatively bad building from good one. And the outcome of assessment can give government, property developer and owner information to make right decision.
