Electric power enterprises as an important sector in the national economy has its particularity.Actually,in power industry every part from generating electricity, transmitting electricity,and distributing electricity to utilizing electricity,behaves the characteristic of extensity,complexity and etc.Along with the fast development of our power industry,these characteristics become more distinctly.Meanwhile,in order to run more economically,reliably and safely,it is hot rearch in online inspection of electricity repair vehicle nowadays.Therefore,challenge confronted by people of Power Corporation in manufacture and operation managemaent is how to administer these complicated spatial resources more efficiently and how to collect monitoring data on real time.Since the establishment of the GPS system,in the measurement,sea and air navigation,vehicle direction,the missile-guided,precision positioning,and dynamic observation,time transfer,speed measurement,and so on,demonstrating a strong function and incomparable superiority.Supervising and controlling system of vehicle based on GPS had been applied in China from 1990s,but work able production appeared in 2000.These productions communicated by SMS(Short Messang Service).But this system has disadvantage inhered:Communication fee is higher because of paying SMS one by one,and SMS also was delayed and dropped.In order to resolve disadvantage of the old system we made a new system that communicated by GPRS. Power lines repair scheduling and Monitoring System, make use of the controlled automotive equipment,which is installed in Power lines repairing vehicles, transfer the repair information which electricity customers will be report,and vehicle scheduling information,satellite positioning information,between the electricity repair vehicles and power system control of Taiwan through GPRS network platform. Based of introduceing GIS,GPS and GPRS,first of all,the paper analysed the system's demond based on the use case model,and designed the logic composition of the system, and expatiate each part of the composition.According to the system functional requirements the functional modules and the monitoring system has also made software design.Finally paper introduces the design of vehicle terminal, such as each composing module, terminal parameters, software design and so on.Through based on GPRS'VPN communications systems ,this project make the terminal equipment become mobile terminals in the internal Internet network of power, and can transfer GPS location information,the repair information,geographic information and image data with control center, in the field of repairing, people can know the Network operation thing,operation information,repairing prediction,this greatly enhanced the automation level of power lines repairing. Papers combined the development of dometic and overseas,it is practice proved that the system realized the positioning and tracking of repairing vehicl,eshistorical trajectory intervals,optimal path selection and scheduling management, the system greatly reducing the vehicle scheduling time and improve the ability to deal with failure, and promoted the power development of informationization.
