More than 90% Cross-sea trade are charged with ship transportation, which helps marine sustaining development. However, the high risk and loss of navigation can not be ignored. According to recent statistics, the loss ratio of vessels is very high which reach to 10"3. As shipping facilities, Since the ISM taking into effect, the safety management mode of international marine shipping based on ISM and PSC plays a key role to ship safety management. However, to decrease the loss further, improving the management level and perfecting the emergent system are effective measures which must be taken. The loss of lives and possessions as well as environment pollution are huge, which caused by factors such as improper emergent schedule, malfunctioned instruments, unskillful crew without the indispensable knowledge of meeting the emergency, and so on. And this is the key question which will be demonstrated in the paper in detail. Meanwhile, effective assessment to the level of marine emergent management can provide scientific decision making warranty to improve on and perfect the marine emergency system, consequently, will have economy value and social significance for navigation security.The paper is a subentry of a task named ship transportation safety assessment technology. At first, the paper introduces the basic theory of emergency assessment. Through consulting literatures, the author analysis and summarize the research situation of the emergency management and assessment. In chapter two, the Formal Safety Assessment (FSA) is introduced in detail, which is actively popularized by IMO. The theory, characteristics and steps of the FSAare included in this chapter. Through the application of FSA theory, the author hopes that the marine emergent management can be more scientific.Whereafter, through consultation, system analysis and other measures, according to the FSA flow, evaluation system of factors of marine emergency management is established, and the weight of each factor are confirmed with the theory of Delphi and AHP(Analytic Hierarchy Process).Subsequently, through the analysis, conclusion and comparison of the quantitative and qualitative evaluation methods which are common used, FuzzySynthetic Evaluation is selected as the first assessment method and the Grey Synthetic Evaluation is selected as the second method, in addition, the mathematics model for the two methods are established. Through questionnaires, in order to validate the model, related data are gathered. Taking into account the convenience of data statistics, one assessment program is explored with Visual Basic.In the end, according to the assessment results, recommendations are given from two facets, about how to advance and improve the ability of the holistic meeting an emergency. As a conclusion, the key points of improving the marine emergence ability are the marine drill, training of how to meet an emergency, and the experience and qualification of the captain. Moreover, for the coastal ships, it is an important approach to make the most of the external resources.
