There are 31 Home-Communities locate at the river north of Jilin City, about 1000 blocks that were constructed during the past fifty years. Along the residence is commercial, staff owned the property of the residence, the house quality always causes fierce dissatisfied. Even JPC expends a lot of human resources, material resources and funds on it, there still has the petitioners due to the house quality issue. In 2007, base on the national policy of building harmony society, China National Petroleum Corp established the service department for each regional company, to whole manage the regional logistic services. In the new era of JPC development, face to the complex historical legacy, the house maintenance company that belongs to this kind of service department is in charge of the residence quality issue, explore a new idea for the house maintenance project management special for JPC.The house maintenance project is quite different with the construction project, the starting point and emphasis point of the quality management are all different. By analysis of the staff, organization, department responsibility and the management flow, evaluation the existing status from the different view point of the administrative department, enterprise and residents, found out the root-cause of impacting the project management is that the quality management system is not health, enterprise can not meet the resource requirement, and cause the chain reactions, finally to cause residents don't satisfy the maintenance work.
