| Maritime Safety Administration,Zhejiang takes charge of the supervision of sea-routes in Zhejiang northern waters.It is public service to conduct this supervision function.In this article,by doing research of Dynamic Control System in key sea-routes of Zhejiang northern waters,the author provides useful information to improve the ability to control vessel movements,to strengthen the vessel traffic administration,to keep traffic order,to prevent vessel accidents,so that the wounded and death,the loss of vessel and cargo,will be reduced.Further more,the monitoring supervision and automatic early warning to prohibiting areas,key sea-routes,and anchorages will be realized.This will reduce the manpower consuming and expense of the patrolling boats.Dynamic Control System in Zhejiang northern waters centralized as the key point to solve the difficulty of passenger vessel administration.It is connected with relative static information from AIS,VTS,GPS,vessel registration,visa issue,to provide information service for passenger vessel enterprises,to improve the efficiency of port transportation and production,so that the security net will be made under the efforts from maritime administration and enterprises.This article is composed of the following contents:1) According to the current situation and data theory of dynamic control,the author designed other relevant data pool for information of vessels,sea-routes,ports,and traffic administration;2) Combined with current situation and practical needs of the jurisdiction,the author designed the comprehensive structure for the dynamic control system,the function of sub-system models,and flow chart of important process.3) Making use of current application systems,information resources and other relevant information such as typhoon,hydrologic metrology,and land map,etc.4) Designing the realizing process of system models.By introducing all-round dynamic and static information this article set forth the methods to improve autonomic shipping safety control in the key jurisdiction with distributed technology.In this way,the control center will be built in Zhejiang MSA, and the sub-center will be built in Ningbo MSA and Zhoushan MSA,so that the responding speed will be improved and the system function will be realized sufficiently. |
