Study On Evaluate Of VTS Capability Of Qingdao Area

VTS is the important way which the national maritime departments implement the maritime management.All charge departments can maintain the ship voyage,avoid the water pollution,make the establishment and person security,as well as improving maritime visualize and benefiting the nation,through the Vessel Traffic Service.It's very importance and exigent that we evaluate the VTS capability and establish the evaluative system.So the thesis means to study the VTS function in Qingdao area. It's expected that the production could make for efficiency of the VTS system.The thesis analyzes the content of VTS capability from all faces,and combines with factors on all sides,including the ship voyage,the interior management and the system department,puts forward an evaluation system for the importance of VTS capability.After a qualitative analysis and quantitative calculate on the application of the Analytical Hierarchy Process(AHP) and Fuzzy Comprehensive Evaluation Method (FCE),the thesis sets up a evaluation model for the classification of VTS capability.At last,for Qingdao port and the surrounding waters as an example,the thesis gets the evaluation result for classification of VTS capability by the evaluation model brought forward by author,and then validates the correctness of model according to the actually analysis.
