Study On Evaluation And Countermeasure About The National SAR Capability At Sea

As the improvement of the standard of substance living, the activity of people at water is increasingly becoming more and more. Improving the national SAR capability at sea is a realistic and challenging issue. Organizing, SAR Facilities, Communications are the important factors which influence the national SAR capability at sea. Evaluating the national SAR capability at sea is just a significant measure for weighing the level of these factors. It is very important for the nation to recognize circumstance, find shortage and establish development countermeasure.At first, the status quo of the nation and foreign countries SAR system is introduced and compared. Then, the meaning of the national SAR capability is analyzed. This paper analyzed many factors which influence the national SAR capability. On the basis of it, the paper establishes the evaluation index system.Second, the weighing of indexes are defined by Analytic Hierarchy Process. And the weighing of indexes are computed by the Matlab. Then, the subjection functions of these indexes are established.At last, making use of Fuzzy Comprehensive Evaluation to evaluate the SAR capability at sea in our country, analyzing the resultant, and considering the actual circumstance in our country, this paper establishes the development countermeasure for SAR at sea in our country.
