The Risk & Strategy Of Direct Ship Transportation Across The Taiwan Straits On Safety Of Navigation Circumstance

Along with the increasing continuously of the domestic and the international trade, especially the fast development of our country's economy and implementation of direct ship transportation cross straits' experimental unit,the navigation environment of the Taiwan Straits become increasingly complicated,and the transportation conflict phenomenon is becoming ever more obvious.The accident investigation indicates that self-moving,unordered ship transportation has become the hidden trouble of ships traffic accident in the Taiwan Strait.If cross straits' navigating can be freedom, cross-straits trade will certainly fast develop,the ships' quantity of the direct sailing will also increase largely,which make an important safety influence on cross straits' ships themselves and other ships who sail in the Taiwan Strait,and inevitably bring coastal maritime traffic safety more risk.The paper studies the domestic marine traffic survey and analyses shipping environment from a combination of qualitative and quantitative angle based on a large number of traffic survey and analysis using the theory of marine traffic engineering.It analyses from the following aspects of the increasing trend in ship volume of Taiwan Strait,marine traffic accident,weather and sea conditions, Fujian coastal fishing and legal environment status.It reveals the mode of traffic flow, environmental characteristics and the risk caused by the cross-strait transport ships sailing across the Taiwan Straits in the waters of western side of the strait.Against the risk,it proposes the corresponding recommendations and measures from rationalizing the route,legal environment,traffic monitoring and navigating method to reduce the influence to Taiwan Strait to the greatest extent and remain the stability of safety situation in Taiwan Strait.
