Research On The Seagoing Ship-selecting System Of FSC Inspection

China is an important country in shipping market,and has a tremendous merchant fleet.Because of economic development unbalance,low-levels of ship management and many other factors,such as old age,big proportion of the bad condition of the ship, those things bring on some sub-standard ship,which has made a number of ships frequent in accidents.These accidents have tremendous risk of shipping safety.Flag state control inspection is one of the important ways for China MSA to carry out supervision and management for the ship.Years of practice has shown that has played an extremely important role in elimination of sub-standard ship,and promote the improvement of ship technology,maintenance of ship and crew safety,protected the marine environment.However,due to the limited superintendence power of MSA,it is impossible for MSA to implement monitor all ships,FSC inspection can only be taken by way of regular testing.However,for lack of a certain standard,the same period of all ships inspected,did not reflect the principles,it waste management resources of the MSA.Therefore,in view of the above-mentioned deficiencies,it is emphasis for this paper study on that the analysis of necessary and important to establishment seagoing ship-selecting system of FSC inspection,and analysis successful experience and other countries and religions selecting system of PSC inspection,including ParisMOU, TokyoMou,USCG and AMSA,combined with the actual of China,analysis of the factors that affect the safety of the ship,constructing the mathematical model using the tool of APH and achieving the measures and policies of the ships election.
