Research On Water Resources Environmental Ethics Of The Shiyang River Basin

Minqin county is located in the northeast of the Hexi Corridor, in the lowest reaches of the Shiyang Rvier Basin. Its east, west and north lie the Tenggeli Desert and the Badanjilin Desert, and it has once been called " the Minqin oasis ". However, from 1990s, with the speedy development of its social economy, the ecological environment of Minqin County has been facing unprecedented pressure and is deteriorating sharply. Although the Minqin oasis is rather small, it plays a crucially important role in preventing the ecological environment in Gansu, the Hexi Corrridor, North China, and even the whole country from getting worse. While the reason for the deterioration of the environmental ecology is the over use of water, which has caused its serious shortage. Therefore, in order to realize the harmonious development between man and nature, the key to improve the ecological environment of the Minqin oasis involves the reasonable provision and use of water resources, the determination of the amount of water needed in the Minqin oasis to keep its ecological balance, finding the solution to the lack of water in this area.The implementation of the sustainable development of water sources requires technological innovation, the control over the speed of economic development, and the adjustment of related policies. What is more, we need to make the proposal of the environmental ethic that is based on the sustainable development as soon as possible.This thesis, based on the analysis of the current situation of the use of water resources in Minqin County and the problems occurred in the use, penetrates deeply into the main causes of the ecological deterioration in Minqin County from the perspective of environmental ethics. It makes some suggestions to guarantee the sustainable development of water resources from the same perspective. The author believes that the following should be taken into consideration to enforce the reasonable planning and control of water resources in Minqin County:1. Exercise efficient, authoritative and systematic control by the employment of those modern notions in environmental ethic.2. Provide water for the basin fairly and evenly, improve the efficiency of allocation and use3. Build up and perfect the mechanism of inspection and security of water resources from the perspective of environmental ethic.4. Start the education of environmental ethics, strengthen the awareness of saving water, encourage the public to participate actively the management of water resources.5. Increase the population of ecological immigration, lessen the pressure of water resources caused by population.6. Set up a reasonable institutions of water use, adjust actively the economic structure "The Crisis of Minqin" reflects from one aspect the problems occurred in the exploitation and use of water resources in the inland water basins as well as in the whole country. To get over the water crisis of Minqin Oasis and to improve and recover the ecological environment in Minqin Oasis is not only of great realistic significance to the Shiyanghe water basin but also of great reference to the dry inland water basins in the northwest.
