Study On Water Resources Value And Sustainable Utilization Of Water Resources

In order to develop, utilize and manage water resources economically, reasonably, and effectively, and to realize a virtuous circle of water resources development and utilization, this paper studies the problems on water resources value (WRV) according to directive thought of sustainable development. The main content covers the following aspects:1. Based on the general description of water resources of the world and China, and analysis of the characteristics and demand of water resources in China, this paper points out the problems to be studied in developing and utilizing water resources in China.2. This paper discusses the importance of WRV study and its evolution, and makes a brief summarization on theory foundation of WRV.3. The available WRV models such as shadow price model, marginal opportunity cost model, reproduction model, income present value model and supply-demand price model are introduced, and their principle, applicability, merits and demerits are analysed. And then, this paper discusses various factors which may have influence on WRV. Finally, this paper establishes the fuzzy model of WRV.4. Based on the real situation of China, this paper deals with the problems of sustainable utilization of water resources. And then, the equilibrium transfer model of water resources assets between generations is presented. It is concluded that there is close relation between WRV and water resources assets transfer between generations. Finally, the relation of sustainable utilization of water resources to the incentive mechanism and ethic restriction is discussed.
