The Research On Integration And Planning Of Community Public Service Facilities Of Xi'an Textile City

Community public service facilities are a significant component of urban public service system. Scientific design and reasonable spatial layout of community public service facilities reflects not only the distribution of community public resources in different regions but also the fairness and the best utilization of community public service, and it plays a fundamental role in promoting the harmonious social construction. With the expansion of the main city, Textile City has become an integral part of Xi'an spatial pattern. However, the current public service facilities in Textile City fail to keep up with the urban development and can not meet the living necessities of the residents. Integration aims to look for a new order for the needs of development. Through integration and planning, we hope to perfect the spatial layout of public service facilities in Xi'an city and optimize urban public resources, and ultimately achieve the diversity and hierarchy of public service facilities in Textile City. Meanwhile, we are expected to solve such social problems as employment, aging through public services to promote the harmonious and stable development of Textile City.Based on system theory, this dissertation studies the integration and planning of community public service facilities in Textile City from the perspective of urban planning and sociology. The paper gives an overall analysis of public service facilities from different angles by applying system theory, microeconomics, urban geography theory and some other theoriesThis dissertation illustrates and analyzes the external conditions, internal surroundings as well as opportunities and challenges of community public service facilities in Textile City to explore the feasibility of integration and to find the development localization. Furthermore, it specifies the principles, approaches, models and targets of integration. Finally, on the basis of integrated framework and some related regulations, and by taking examples from other cities, this study establishes the index system of community public service facilities in Textile City and suggests some planning proposals.The main research results are as follows:1. This paper betters the spatial configuration of municipal public service facilities in Xi'an city by systematic and comprehensive research methods, which may well improve the municipal commercial and cultural service facilities in the eastern part of Xi'an.2. On the base of the integrated development orientation, the paper establishes the index system of community public service facilities in Textile City with the aim of realizing the diversity, hierarchy, best utilization and fairness of public service facilities by adjusting, merging and enhancing (promoting) the original facilities.3. The paper attaches great importance to the service and social effects of community public service facilities in Textile City; it also asserts that social benefits are far more valuable than economic benefits and calls for promoting social and economic sustainable development in the Textile City.
