Zibo, an old industrial city, with the per capita volume of water of 335m3, which is only 15 percent of national level, is one of the cities in serious shortage of water in China. Mengshan Reservoir is a medium-sized reservoir, with such functions as flood control, irrigation, industrial water supply, domestic water supply, ecological water supply. The rapid economic development in Mengshan Reservoir upstream area has brought about a large number of industrial, agricultural and domestic sewage, which has been directly discharged into the reservoir. Cage culture, especially, has caused serious water pollution problems, and as a result, sulphate, nitrogen and ammonia in the water are all over-standard, which makes it in eutrophication state. In all, the integrated function of the reservoir has been constrained.In order to explore coordinated development of reservoir water conservation and water resources development and utilization in water-shortage cities in north China, this article, taking Mengshan Reservoir in Zibo City as an example, conducted deep investigations on the status of reservoir and the change of water quality, as well as the main sources of pollution and pollutants under the guidance of the socio-economic development planning in Zibo City from the perspective of the large-scale system of population, economy, water resources and water environment. Equal-standard waste load method is used to evaluate the status of pollution sources, which reveals that the major pollution sources from the reservoir upstream are enterprises pit wastewater and cage culture in the reservoir, and the main pollutant are total phosphorus, total nitrogen and COD, SO42-. We evaluated water pollution, eutrophication, drinking water and water quality of the environment level separately using Nemero index, TSI Act of COD, the standard evaluation of the control law, Matter-Element and Extension evaluation tools, etc. All the data show that the water quality of surface water has reached the National III standards.Based on the evaluation results, an integrated function goal is set on living water, industrial water, agricultural water and the ecological water. Engineering, biological and non-engineering measures are to be taken to improve water quality. All the measures focuse on sources of pollution and major pollutants, taking into basin point source, non-point source pollution and based on the economic and social development reality and the development of functions of the reservoir. The volume and ways of water resource development and utilization are also predicted in this paper. On this basis, we put forward recent (in 2010) and long-term (2015) multi-functional water supply planning on the reservoir water resource development and utilization which will provide scientific basis for sustainable development of the reservoir area.
