In recent years, the global water crisis has become prominent; the increase in water consumption and the irrational use of water resources caused by deterioration of water quality problems has led many countries and regions of water crisis. Our country has been classified as one of the 13 water-poor countries around the world. In North China, Beijing, Tianjin, and Hebei Province water shortage is even worse, the per capita water resources is less than 500m3. Guantao which locates in Handan City Hebei Province is a resource-based and water-based dry area. With the population growth and industrial and agricultural development, the demand of water resources increases. The contradiction between supply and demand restricts sustainable development of social factors. Therefore, how to deal with the contradiction to achieve the sustainable use of water resources must be solved urgently in Guantao.Based on Guantao status quo of Water Resources ,with the status quo of 2005 as a standard, analysis of their socio-economic, environment, water supply, water and other information and data, on this basis, the paper combines sustainable development theory construct a Guantao sustainable utilization of water resources evaluation index system, included three evaluation hierarchies:target, principle and index. Using the relevant theory of fuzzy comprehensive evaluation method appraises the water resources - socio-economic - environmental composite system. The results show that the status of water resources sustainable utilization in a weak condition, which the match reality.Based on the evaluation results in the status quo, the paper forecasts and analysiss the water demand and supply capacity of 2015, building an optimal allocation model of water resources combined with the regional actual, determines the optimal allocation of water resources program. According to the results, restricted area on the dominant factor for sustainable development of water resources were analyzed, the feasibility of proposed measures for the sustainable utilization of water resources are proposed.
