Water is the origin of life, key element of production and foundation of ecology. Based on measured data in 2012, water resources quantity per capita in Zibo City is 333 m3, only accounting for 15.1% of quantity per capita across the country. In accordance with standard put forward by Malin Falkenmark as global shortage index standard at the moment, threshold of quantity per capita to maintain regional development shall be 1000m3, and the threshold of serious water-deficient area shall be 1000m3, so Zibo City shall be classified into serious water-deficient area. Due to insufficient water resource, it will be much more tense and contradiction between supply and demand will be sharp as the number of population grows and national economy develops. It is especially important to ease situation of water resources shortage in Zibo City in the future by coordination of development and utilization of local water resources, and potential of surface water supply project shall serve as one of the important approaches to solve the problem of water shortage for industrial and agricultural sectors at present or even in the future.Mengshan Reservoir in Zibo City is located in the middle course of Fanyang River in Zibo City with control catchment area in the upstream 288 km2, total storage capacity 96,300,000 m3 and utilizable capacity 52,960,000 m3. It is responsible to supply water for industrial use for enterprises in Zichuan District and Zhoucun District, with average daily water supply scale 30,300 m3. Mengshan Reservoir is faced with very heavy water supply task with effective irrigation area 89,000 mu, practical irrigation area 56,000 mu at the moment and practical irrigation area 20,000 mu in recent years within its irrigation area. Wenchang Lake Toursist Resort was set up in Zibo City in 2011, whose core is to form provincial tourist resort against Mengshan Reservoir, and desperately to keep certain ecological water level for Mengshan Reservoir. Water supply system for industry, agriculture and ecology, thus formed with the help of Mengshan Reservoir, enjoys limited storage capacity on one hand making it hard to meet water supply requirements, and is lacking in united scheduling system on the other hand which can not allocate water resources in the reasonable way. For this purpose, Zibo City plans to carry out capacity expansion of Mengshan Reservoir, improve utilizable water level, and increase its water supply capacity, and solve the problem of insufficient catchment area by inter-basin water transfer to draw water from Xiaofu River.This article mainly studies water resources optimal allocation and scheduling scheme of capacity expansion of Mengshan Reservoir. By analyzing influence of subsiding water used by Mengshan Reservoir upon regional situation of water resources, it analyses the existing problems, its current condition and improvement potential, and utilizable water quantity in Xiaofu River. With double water sources and multiple-target joint adjustment and calculation, it analyses water supply control conditions for different targets and find the optimal water resources allocation and scheduling scheme, and analyses all adverse effects caused by allocation plan.As for study of water resources allocation of capacity expansion of Mengshan Reservoir in this article, besides thinking about water supply target, it shall, more importantly, take diversion way, orderly diversion way, and orderly allocation of water resources with different assurance rate into consideration. After multiple-target joint adjustment and calculation, this article has provided reliable water source tor capacity expansion ot Mengsnan Keservoir, tneoreticai support for its scientific scheduling, and reference mode for capacity expansion of reservoir with relatively small catchment area in the north at the same time.
