Photovoltaic power and wind power and other distributed generation (DG) with a clean non-polluting, is a kind of "green power" and is coming to be the inevitable choice of solving the future energy problem .The distributional electricity generations and the load can be seen as a controlled system, forming a regional microgrid. Such idea has greatly promoted the development of distributed generation. At present microrid is regarded as the future direction for the development of power grids worldwide.The research on the optimization method of distributional generation system energy management is helpful to improve economy and the efficiency of the system, to reduce CO2 emissions, to improve the offering of custom-made electrical utility service. This paper studies on the SCADA design of an Energy Management System (EMS) of distributed generation demonstration systems for Hefei University of Technology .This paper has studied the SCADA's communications system, discussed the communication transport protocols and the transmission content, proposed the communication network solution.This paper applied the IEC61970 standard to SCADA design of distributed generation systems. The IEC 61970 series standardized the definition of energy management system's application program interface (EMS-API), thus the EMS application integration developed by different manufacturers, integrate EMS system which is independently developed, as well as EMS system and the integration between related electrical power system and other system, visit the public data or carry on the exchange of information through the definition application program interface rather than rely on the information internal indication form, realizes"plug-in"of the system or the application.IEC 61970 series of standards has been the standard for the design and development of the traditional power generation and distribution management system. However, the research on distributed generation EMS has just emerged, it is necessary to study how to support the IEC 61970 standard. This paper proposed the SCADA system based on IEC61970 overall program, using CIM / CIS data bus , in accordance with the principle of layered modular design., along with the design of the functions and software modules of the SCADA system according to the characteristics of distributed generation system.This paper has also studied some key questions on the following of the IEC61970 standard , the distributed generation systems CIM modeling problem .By studying various distributed generation, using Unified Modeling Language, the common information model of fuel cell, wind power generation, photovoltaic power generation and energy storage system are set up, thus extend the CIM of the IEC61970 standard. Based on all this ,the CIM for a complete power system includes distributed generation is forged. the application of CIM to supporting platform of SCADA systems is studied, the principles and requests as well as the method of design for pre-communication subsystem, database subsystem and graphical management tools on the supporting platform are discussed.The designed SCADA has been applied to distributed generation micro-laboratory systems of the Hefei University of Technology.
