The control center application system running in different levels of dispatchingdepartments of the power grid is intended to ensure the security, reliability and economicaloperations of the power system. For information sharing and improving the operation andproduct efficiency, electric power enterprises also need to integrate the specializedapplications developed by different suppliers at different times into their own operations.To fulfill this demand, International Electrotechnical Committee (IEC) compiled theIEC61970 Standard. The IEC61970 series has laid down a complete set of standardsincluding the Common Information Model (CIM) and the Component InterfaceSpecification (CIS). Standard IEC61970 requires the use of object middleware forconnection of application components in the control center. However, as for how to createa system with high reliability and usability with components as the unit, no explicitdescriptions can be found in this standard series.This article will probe into the distributed component management (DCM) system.DCM system focuses on the management over a series of services which are in line withthe IEC61970 standards on a component level. This system can set a stage for the highlyusable operations of the new generation of automation systems used for power griddispatching. The article will expound on the distributed component management based onthe basis of the IEC61970 Standard. It will explore solutions for distributed componentmanagement in the new generation of dispatching automation system based on the CISinterface. (The specific CIS interface mentioned in this article is the HSDA interface). First,the article analyzes a few general plans for fault-tolerance in CORBA; afterwards, itdiscourses on the materialization of the CORBA fault-tolerance plans throughimplementation of the service strategy; and then it puts forward some specific illustrativecases of services and clients. As a part of Jicheng Electronics'JYF-ICCS research projectthe design of this research paper sets up a distributed component managementsubsystem, and directly constitutes a component part and the CORBA-service foundationmanagement platform of the iES600 system, which has been developed by the JYF-ICCSResearch Team as a new generation of power grid dispatching automation system. Theapplications of other subsystems in the JYF-ICCS project have further verified thesignificant linkage function of distributed component management in the control center.
