To facilitate the integration of EMS applications developed by different vendors, the integration of all applications among entire EMS systems developed independently, or the integration between an EMS system and other systems concerned with different aspects of power system operations. EPRI CCAPI project came to reduce the cost and time needed to add new applications to an EMS, and to protect the investment in existing applications that have being worked effectively in EMS.The CIM is an abstract model that represents all major objects in an electric utility enterprise, typically contained in an EMS information model. By providing a standard way of representing power system resources as object classesand attributes, along with their relationships, the CIM facilitates the integration of EMS applications developed independently by different vendors. CIS specifies the interfaces that a component (or application) should implement to be able to access publicly available data in a standard way.According to IEC61970, this paper implements the mapping between an existing SCADA database and CIM, which provides a uniform data platform for developing SCADA system based on IEC 61970 in further step.Then a proposal about implementing the intaface of CDA was given in this paper.Firstly, this paper expounds the definition of CIM and CIS in IEC 61970, then abstracts a data model meeting the standard of EEC 61970 CIM and an instance SCADA database, and builds a CIM database on the platform of SQL Server 2000. The mapping relation between two database was discussed in detail. Secondly, an interoperability test was launched for verifying the designed model based on CIM. Then, a CDA server was built by using C++ language, SmartCORBA platform, and how to design theinterface of DAF was dicussed.The program diagrams of main interfaces were illustated. An optimize scheme for resolving URI was discussed to improve performance for CDA server. At last, a test was launched on two directedconnected PC for testing CDA interface and the result testified the validity and reliability of the service of CDA query interface.
