Along with the continuous improvement of living standard, building energy consumption in the proportion of the total energy consumption has also increased year by year, which has become one of the priority areas in social energy saving. China in June 2008 issued the guidelinees of China's probationary on civil building energy efficiency evaluation identifies technical and other relevant management documents and technical documents. Theoretical value of the energy efficiency of buildings will directly affect the level of the building's identity, so the theoretical value of energy efficiency is not only one of the basic work to conduct the comprehensive evaluation of building energy conservation, but also an important part to establish evaluation index system of energy saving building.In this paper, the author analyzes simply the guidelinees of China's probationary on civil building energy efficiency evaluation identifies technical, points out uncertain detail, introduces the implement of energy-efficiency labeling in China, and analyzes also the impact factors of civil theoretical value of energy efficiency. In cold regions, for three types of typical constructions of residential building, general and large public buildings, according to the guidelinees of China's probationary on civil building energy efficiency evaluation identifies technical, makes up for missing data and establishes the boundary conditions for calculating the theoretical values of civil building energy efficiency. Making use of the software DeST to simulate hourly load, proposes to introduce the equivalent full-load run-time method that meet the civil dynamically hot and cold load requirement to calculate building energy consumption, and give the relationship between the theoretical value of energy saving rate that used to logo with star and the limits provided in guide, and give the significantly impacts of control parameters on the energy-saving rate for three types of typical constructions. Establishing a quantitative relationship between the theoretical value of energy-saving rate and provided control parameters, with multi-line regression approach. Give an example about using the quantitative relationship for building energy efficiency upgrades to a target.The results by analyzing the limits provided in guide is that, for general public buildings, the limits provided in guide is relatively rational; for large public building, the limits provided in guide can fill energy level of Star one; for residential building, the limits provided in guide have to improve. For residential building, the authors also have measured building energy consumption, indicate the question of the residential by analyzing measured values.
